At least 13 Tunisians missing in Mediterranean after horrific accident en route to Italy

Another perilous journey across the Mediterranean in search of a better life and economic security has ended in tragedy. At least 13 Tunisian nationals are missing after a migrant boat that departed from Tunisia’s coast for Italy capsized at sea, according to an organisation monitoring migrant rights. Two people aboard the boat were rescued alive, one of whom is reportedly in critical condition.

According to Mustafa Abdelkebir, head of Tunisia’s human rights monitoring organisation, the boat departed from the Tunisian coast for Italy early on Thursday. At some point during the voyage, the vessel capsized, leaving those aboard stranded in the sea for an extended period. A local vessel later rescued two people. One of the survivors told rescuers that they had spent hours drifting in the water after the boat overturned.

The incident once again highlights the deadly reality faced by people attempting to reach Europe across the Mediterranean. Tunisia has become one of the key departure points for irregular migration from Africa to Europe in recent years. Migrants frequently set out from the Tunisian coast towards the Italian island of Lampedusa in small, often overcrowded boats. Many of these vessels are not designed for long sea journeys, meaning even adverse weather or mechanical failure can quickly turn a dangerous crossing into a disaster.

However, the number of migrants departing Tunisia for Europe has fallen significantly over the past two years. Tunisia has intensified security operations, while maritime surveillance and border controls have been expanded with European Union support. Cooperation with Italy has also strengthened monitoring and maritime control along the Tunisian coast. Despite these measures, dangerous crossings have not been completely stopped.

The European Union’s cooperation with Tunisia on migration control has already triggered intense human rights debate. In July, Amnesty International, Human Rights Watch and 44 other rights organisations criticised the 2023 EU-Tunisia migration agreement in a joint statement. They argued that European support for Tunisian security forces involved in migration control had contributed to an environment in which risky interceptions at sea, collective expulsions and serious human rights violations against migrants could become normalised. The organisations called for European funding linked to migration and border-control operations involving Tunisian security forces to be suspended.

The Tunisian government has long argued that the country itself is carrying a heavy burden in dealing with migration pressure towards Europe. President Kais Saied made strong remarks in 2023 about the arrival of migrants from sub-Saharan Africa. The issue has since contributed to political and social tensions surrounding migration control, human rights and European border security.

The latest shipwreck comes as the Mediterranean remains one of the world’s deadliest migration routes. According to the International Organization for Migration, more than 35,000 people have gone missing in the Mediterranean since 2014. Meanwhile, Tunisia’s human rights monitoring organisation estimates that nearly 10,000 Tunisians have gone missing at sea while attempting to reach Europe since 2011.

For analysts, the latest disaster is more than a single shipwreck; it reflects the deeper reality of the migration crisis from North Africa to Europe. Tougher border controls and surveillance may have reduced the number of departures, but they have not eliminated the economic uncertainty, lack of employment opportunities and aspirations for a better future that drive people to attempt the journey. Without sufficient legal and safe routes, many continue to rely on smugglers and attempt the crossing aboard dangerously unsuitable boats.

Concern is growing over the search for the 13 missing Tunisians and whether any new information has emerged about their whereabouts. Behind every missing person is a family waiting for answers and hoping for their safe return. Amid the waves of the Mediterranean, the fate of these people once again raises one of the most difficult questions facing Europe’s migration policy: how can border security be maintained while ensuring safe and legal pathways that protect human life?
