Russia and China are facing renewed international scrutiny following allegations that senior officials from both countries approved and oversaw a covert military training program for Russian troops during 2025. According to information cited by European officials and documents reviewed by international media, the training was reportedly authorized at the highest levels of Russia’s defense establishment and involved close cooperation with facilities operated by China’s People’s Liberation Army (PLA). The reported activities have intensified concerns among European governments over the expanding strategic partnership between Moscow and Beijing as the war in Ukraine continues.

The reported training program is said to have included specialized instruction in radiological, biological, and chemical (RBC) defense, covering topics such as radiation detection, chemical reconnaissance, biological hazard response, contamination control, and the protection of military infrastructure from hazardous substances. Defense analysts note that such highly specialized military instruction typically reflects advanced strategic cooperation rather than routine exchanges, raising questions about the depth of defense ties between the two countries.

Security experts argue that Russia may be seeking to strengthen the operational capabilities of its armed forces by drawing on technical expertise and military cooperation with China, particularly as the conflict in Ukraine evolves. The reported involvement of senior military commanders from both nations has further fueled speculation that bilateral defense cooperation extends beyond publicly acknowledged military contacts. European officials have expressed concern that such collaboration, if confirmed, could have significant implications for regional and global security.

China has firmly rejected the allegations, stating that its position on the Ukraine conflict remains consistent and that it continues to advocate for dialogue and a peaceful resolution. Beijing described the claims as unfounded and reiterated that it is not a party to the conflict. At the time of publication, neither the Russian Ministry of Defense nor the Chinese Ministry of National Defense had provided detailed public comments addressing the reported training program.

The allegations emerge at a time of increasing geopolitical tension and are likely to attract close attention from NATO members and other Western governments. Analysts believe that any confirmed expansion of military cooperation between Russia and China could reshape strategic calculations in Europe and the Indo-Pacific, reinforcing concerns about the growing alignment between the two powers in an increasingly polarized global security environment.
